The name "Baiguan Town" in Shangyu comes from the legendary sage-ruler Shun, who held regular meetings with his key ministers and officials. Shangyu is a significant place in Chinese history, particularly known for the core concept of filial piety. The city is named "Hometown of Chinese Filial Piety Culture". Many people from Shangyu advocated for inheriting the traditional Chinese culture of filial piety. And there are a lot of virtuous role models that come from there. Cao E, a fourteen-year-old girl in 143 AD, became one of the role models of the city for her filial devotion. She died in the river trying to retrieve the body of her father, and a few days later, she was found carrying her father's body. Her filial piety action has been passed down from generation to generation. To commemorate Cao E, in the year 151, a temple was built for her, and the river in which she and her father drowned was named after it. Cao'e River, one of the largest rivers in Zhejiang province, serves as the mother river of Shangyu District. Currently, during urban renewal, the core area of the old Cao E Town was officially named Cao E Li·Thirteen Alleys, both in memory of the filial historical context and as an honor and wonderful vision of the future.
